Following the disclosure of this information, Northwestern University, which is situated in the area, issued a shelter-in-place order for a period of sixty minutes. The occurrence was witnessed at a beach located in Evanston.

Jacquis Irby, 18, who lived in the 8500 block of Niles Center Road in Skokie, has been identified as the man who was fatally shot and died. A second victim, identified as a 15-year-old girl, was located and rushed to a local hospital in an extremely severe condition.
